本项目建设内容及规模：防波堤1650米；防波堤兼码头330米；码头113米；阶梯码头200米；斜坡护岸676米；简易护岸269米；港池航道疏浚1052.3米；港区道路2000平方米；综合执法办证中心1000平方米；给排水、消防及供电设施；通讯导航设施；水产品交易市场10000平方米；渔船加油站，油库5000吨；水产品冷冻10000吨；制冰厂制冰能力日产500吨。
营盘渔港是农业部确定的国家一级渔港，是渔船前往北部湾渔场生产最便捷的渔港之一。港区自然条件优越，腹地渔货丰富，港区水陆域面积广阔，完全可以满足渔业发展的要求，具备建设成为国家中心渔港的基本条件。项目建设将大大改善营盘渔港众多渔船台风期的停泊避风条件，切实保障广大渔民群众的生命财产安全，缓解渔港码头泊位紧张的状况，完善渔港的基础设施条件，提高渔港的整体服务功能，吸引外地渔船来港停泊卸货，发展渔港经济。同时获得了适当的陆域发展空间，从而带动后方生产设施以及流通、服务等配套设施的建设，有利于增强和完善渔港的集散辐射功能，促进本地区水产养殖业和远洋渔业的发展，促进地方经济的发展。
